Harrogate Town Council was established in April 2025, following the local government reorganisation which saw the creation of the Unitary Authority of North Yorkshire Council. Election of the first members of the new Town Council took place on May 1st.
This map shows the new parish boundaries.
Harrogate Town Council serves the residents of Harrogate as the first tier of local government. Whilst many services, such as refuse collection and highways, are provided by North Yorkshire Council, the Town Council serves as a local voice at the grassroots level.
The council will work to provide bold, accountable leadership to shape a town where civic pride, heritage, opportunity and fairness go hand in hand, focussing on the areas of Cultural & Community Activities, Planning & Infrastructure, Wellbeing and Council Governance. See our Strategic Plan for more details.
Strategy
The new council has agreed its strategic objectives for the next few years.
We also have a detailed action plan for projects and tasks which remains a working document. The council will routinely review and update this and we will include the latest version of the plan in the supporting papers for the meetings at which it is considered.
