The tender opportunity has now been published and is open to submissions from suitably qualified organisations. The commission will support the Plan from the forthcoming public consultation on the draft Policy Intentions Document through to independent examination and the final referendum.
The Neighbourhood Development Plan will help shape how Harrogate develops in the future by establishing locally informed planning policies and priorities. Work is already underway, with the draft Policy Intentions Document completed and the project progressing towards public consultation. The appointed consultant will work closely with Harrogate Town Council, the Neighbourhood Plan Group and North Yorkshire Council throughout the remaining stages of the process.
The contract has an estimated value of £42,000 excluding VAT and covers support from the consultation stage through to the planned referendum in 2031. Tender submissions must be received by 11.59pm on 23 October 2026, with an enquiry deadline of 11.59pm on 8 October 2026.
The tender documents are available through the UK Government’s Find a Tender service. Organisations with experience of neighbourhood planning, community engagement and planning policy are encouraged to apply.
